Taking action against online bullying - what can you do?

As you're sure to be aware from the media Cyberbullying (and bullying in face-to-face environments) is experienced with all age groups, and in a wide range of situations. (See herefor example). It is reprehensible in all cases, and people need to know how they can respond if they are bullied, and how they can support each other in cases when a friend or colleague is being bullied.
Beth Caras (in this article) advises "“If you don’t want to respond back to whoever is doing this to you I understand, but you should tell the social medium whether its Facebook or Twitter, because they have people monitoring their traffic, and they have their compliance officers. But you should also tell the police, because law enforcement has computer crime divisions now and they can determine if the threat is credible or not".
Cyberwise, during the US Anti-bully awareness month, also identify a raft of useful resources for young adults who use social media, and their parents (read more here).
If you are not convinced that this is something for all of us to take action, and responsibility for, you may also want to read the following article that remembers Amanda Todd, a 15 year-old Canadian who recently committed suicide after being bullied. Diana Graber challenges us with the following (read the full article here):
It’s tempting to blame social media for this tragedy. But that’s too simplistic an explanation for a string of events that include not only the original unfortunate lapse in judgment, but years of emotional and physical bullying, and a very public plea for help. It makes you wonder were the adults were during all these years. And why issues like bullying, sexting, sharing inappropriate images on social networks, and more, aren’t embedded into our daily discussions both in the classroom and out.
If we can take anything away from this sad story, I hope it’s a call to action for all adults to use this event as a catalyst to talk to the young people in our own lives. Whether we like it or not, we must accept the fact that most of their lives are now being conducted online, so if we don’t learn how to speak to them about appropriate and safe online behavior, or better yet, inhabit the digital world they live in order to be better equipped to guide them through these unchartered waters—then shame on us.

Digital Citizenship YouTube style

Nick Billowes shared this resource (originally shared by Gerard MacManus, St Bedes College), writing "I expect that you have all seen this in other forums - interesting regarding the 'digital citizenship' thrust".

Having had a quick browse through, while there is an obvious bias to YouTube, there are some useful resources that are likely to kick off some interesting conversations with students (and parents). One of the most obvious points, of course, is that YouTube have developed this resource at all - it is a sign, I hope, that times are changing. There appears to be a growing realisation that locking things down is the equivalent of sticking your thumb in the virtual dam. YouTube has definitely set out to help raise awarness and help users of the Internet develop appropriate skills.
The description from YouTube reads:
Overview
We have devised an interactive curriculum aimed to support teachers of secondary students (approximately ages 13-17). The curriculum helps educate students on topics like:
  • YouTube’s policies
  • How to report content on YouTube
  • How to protect their privacy online
  • How to be responsible YouTube community members
  • How to be responsible digital citizens
We hope that students and educators gain useful skills and a holistic understanding about responsible digital citizenship, not only on YouTube, but in all online activity.
Lessons
Below is a list of lessons, and the recommended flow for delivery. Lessons are designed to fit within 50 minute classes, but can be adapted to fit your schedule:

An evolving relationship – data and privacy


In the last week or so a conversation has been underway in a listerv of which I am a member, related to the gnarly question of where the data about students is stored. Should it be locally in schools or cloud computing?

There has been a full on discussion of the ethics of a school using cloud computing services that may well have blanket policies (often underpinned by US law, rather than a specific country's law), as well as around what happens to the data once it is in the cloud. The members of the listserv unpacked the pros and cons of cloud computing, the fuzziness of the policies often used in relation to data stored in the cloud, and their own responsibility.

I've included below my contribution to the conversation, as the subject is of concern to a wide range of people...in fact, pretty much anyone who has data stored in the cloud. One of the key strategies I'd like to suggest is raising awareness so that folk know the questions they need to ask to find out about what is happening to their (or their child's) data, and do not abdicate responsibility to 'someone else'...or at least are given the choice to abdicate this responsibility (see this Educause initiative for example). Informed consent seems to me to be the way to go, but sometimes you may need to ask for the information to inform your decisions, and may also need to ask for assistance in figuring out what that information actually means in practice.

There seems to be a couple of underlying assumptions that I'd like to look at...
Absolutely - young children should have parents involved in decisions around where their data is shared, and have a say in what data is collected. This is in my mind the responsibility of the school policies to ensure that this communication happens. However, who decides on what data is 'essential' to be kept about a child attending a school? And who can guarantee absolutely that, even if kept on a local server, the data won't be hacked or lost? Perhaps it feels safer as their is a sense that there is greater control...but is there?

To step back, there appears to be a 'myth of privacy'. What is privacy? Good old Wikipedia has the following:
"The right not to be subjected to unsanctioned invasion of privacy by the government, corporations or individuals is part of many countries' privacy laws, and in some cases, constitutions. Almost all countries have laws which in some way limit privacy; an example of this would be law concerning taxation, which normally require the sharing of information about personal income or earnings. In some countries individual privacy may conflict with freedom of speech laws and some laws may require public disclosure of information which would be considered private in other countries and cultures. Privacy may be voluntarily sacrificed, normally in exchange for perceived benefits and very often with specific dangers and losses, although this is a very strategic view of human relationships. ....Privacy, as the term is generally understood in the West, is not a universal concept and remained virtually unknown in some cultures until recent times. Most cultures, however, recognize the ability of individuals to withhold certain parts of their personal information from wider society..." (source).

When have we ever really had privacy (in a western construct of the term)? Once you are living in a society things will come to the fore that you have preferred not to share...images someone else takes, letters removed from your post box or rubbish bin, eavesdropping on your conversations, etc etc.

I am most definitely not an advocate of putting it all out there for everyone to access, unless you have made a (informed) choice to do so. However, I do feel that some reactions are underpinned by media hype and scaremongering.
"How many of us have paused during conversation in the past four-and-a-half years, suddenly aware that we might be eavesdropped on? Probably it was a phone conversation, although maybe it was an e-mail or instant-message exchange or a conversation in a public place. Maybe the topic was terrorism, or politics, or Islam. We stop suddenly, momentarily afraid that our words might be taken out of context, then we laugh at our paranoia and go on. But our demeanor has changed, and our words are subtly altered" (source)


So, back to the students in our schools. The government already has access to a raft of information about those students, purely by them being born in NZ, much of it I am sure parents are unaware of, and much is already stored on computers / networks / databases / emails / documents. This data is will sometimes be shared in a collated format in reports etc... So, is it a case of 1) educating and empowering parents about issues around cybersecurity, data sharing, transparency, and their rights? 2) Where the parents and community ask for it (after being included in a consultative process) could a selective process be put in place whereby more sensitive data is kept on a local server in a school??? (or wherever is deemed most 'safe')...but it should be an informed decision made by parents?

Safer Internet Day and an insight into the eSafety portal

Safer Internet Day 2012 presents the perfect opportunity for education establishments and parents to work together on addressing the potential opportunities for young people to use the internet, while remaining safe. The description from the site reads "Safer Internet Day (SID) will take place this year on Tuesday 7 February 2012 with a theme of  ‘Connecting generations and educating each other’, and the slogan Discover the digital World together…safely!'". Well worth checking out.


The eSafety portal, as you might expect, offers a wide range of tips and resources around how your learners, and you, can stay safe online. There are some useful resources, and, while some of them are free to access, some require you to pay a subscription. You can 'try before you buy' with a 30 day trial.

Derek Wenmoth shared the following online safety, interactive game, writing:
It's a cyber-safety resource developed by an Australian company that I linked with in Tasmania earlier this year. They have produced a number of interactive resources like this, many focusing on cyber safety and cyber citizenship. Last year the Australian government paid for one of their products to be made available free to all schools


So I went and had a play. I was hooked, and really enjoyed the environment, the game aspect (you get points and bonus points), the opportunity to learn from errors (you get more chances with similar scenarios), and it was also a great way to check my own knowledge about staying safe online. You could use the game in a collaborative environment, and add a competitive edge by asking users to share (and get better) scores. It was suggested that the game would be suitable for children from about year 4 to 5 upwards, and I would add, for adults too!

A couple of slightly irritating features for me were sometimes the task was a bit unclear (but could just be me!) - and this meant that you would get an incomplete response and be given another opportunity to respond - not so helpful if you're not sure exactly what is required. In this case the tool stopped testing what the player new about staying safe in the online environment, and started to test familiarity with interactive task interfaces. It was also pointed out by Anne Sturgess in the discussion that followed Derek's initial sharing that "I didn't notice whether or not there was an opportunity for players to find out what they could do to ensure they made the correct choice in a real situation (e.g. checking security on an online shopping site)" On the whole though - a big thumbs up.

Digital Citizenship and Online Safety (a session facilitated by Nancy Groh)

Today was the first session of the Paepae Hot Seat session, Digital Citizenship and Online Safety, kindly facilitated by Nancy Groh from Netsafe. Netsafe are the developers of the Learn, Guide, Protect site, where educators and the wider community can share resources around digital citizenship and online safety. The idea is that educators develop "an online repository of material schools can use and adapt to promote a student-centred approach to digital citizenship and cyber safety" (Nancy Groh).

Nancy opened by asking everyone to introduce themselves and where they currently are, in the chat box - a nice way to see who is doing what as well. She then moved on to a short re-cap of using computers and cybersafety since 1998. It was amazing to see that no-one in the group were using computers in classrooms in 1998, and no one had cell phones. The phenomenal changes since then were then described, and ICT was seen as the norm, and those that don't have Internet access are now marginalised. Her own son came across the situation where 4 out of 5 universities had no other way to apply to them except online.

Mobiles and consoles are now seen as 'the net', and provide 'Google in the pocket'. Nancy then went on to say that it's not just in the pocket, but also in the kitchen, bedroom...and bathroom!!!
Nancy covered the four 'truths' of cybersafety. The message is that if something worries a person that is online, that they should tell a significant adult about it. The problem is that many people speak to peers rather than approaching 'authority' figures.
In a short survey conducted with the audience when showed an image of a girl at a school crossing, about 42% felt the child was safe, for a range of reasons such as visibility, and adult supervision. If the adults are taken out of the picture, 42% also agreed that she was safe...but with the caveat that it depended on her prior experience and training. The discussion was then tied to the three elements of learn, guide, protect, and then Nancy introduced  another picture with two young students in front of a laptop with no clues around external context, and asked "how safe are these girls?". It was interesting the discussion in the backchannel around this point including "depend on many other surrounding factors", and "Very few kids know the problems...just think they do".

From the NZ Curriculum key competencies Nancy showed nine points about what makes a digital citizen. On the list 'ethical behaviours' and 'critical thinking' were highlighted in a different colour. Research Nancy has conducted suggests that the ICT words should be taken out of the list of digital citizen descriptors, and that the behaviours described should be across the board, not purely online. A diagram was used to illustrate some of the key aspects of cybersafety conceptually. The combination of key competencies and digital capability are shown as all parts of the same conversation.

In further research Netsafe has conducted, the percentage of educators who believed that their students understand ICT use agreements, about 30% disagreed or were not sure that students understood the ICT use agreement that they had signed. The real challenge around the concept of digital citizenship has to bring in the context in which you are working. Nancy shared two images, one of a nude male and one of a sculpture and asked participants to think about their reaction if they saw a 7 year old student looking at the images if they were studying photography or classics, and in a situation where they weren't. Would we react any differently? If someone else who was unaware of the context in which they were being used saw the 7 year old student viewing, how might they react? A really interesting point!

Bullying was discussed, and it was suggested that there is often a small, identifiable group that is often the main source of bullying within a school. As such, targeted education around bullying has been found to be effective. Surveys were also identified as a good first step to outlining a school culture - and the surveys can be (and have) be conducted and presented by the students themselves. Other strategies are more senior students working with younger students to help them with cybersafety and provide peer support.

Involving parents was seen as an interesting challenge. Willowbank School in Auckland was talked about as an example where the school is using Facebook to communicate with parents. It's a primary school, so there was a lot of discussion with the students as why this is happening. The parents have responded very positively around the enhancement to the communication. Bring your own device was mentioned as another challenge (as well as the incredible benefits) - but again, it was seen as incredibly important to involve parents.
The session was tied up with a discussion around some of the key points that had been raised, including the issue of support within schools for teachers who become enthusiastic about innovations, only to not receive the support and become dispirited.

Making the most of learning and teaching online: Fostering skills and strategies to stay safe

I believe strongly that it is never too early to help students realise that there is a risk when using social networking, and to help them assimilate strategies and skills that will assist them to stay safe online, while also enjoying the huge benefits of being online and part of learning communities.

As such, I would argue that there should be age-appropriate, engaging, interactive, multimodal safety sessions every student in every school, college, and university. Approaches such as showing videos with hypothetical situations, and taking students through role plays and ‘authentic’ experiences can be very effective.

Policing and ‘locking down’ is an almost irresponsible action by schools because it does not help students raise their own awareness, or to stay safe in environments outside of school. It is a little bit like keeping your children inside your house because there is a busy road outside. Better to give them the skills to cross safely, and the option to use the pedestrian crossing just up the road if they wish to...

It is also important to educate parents – to give them hints and tips about how to help their children stay safe online. Although it is necessary to not panic parents, and to still stress the benefits of helping their children have access to education opportunities online.

Educators can know what knowledge and strategies learners bring to their online activity by engaging the students in active, engaged tasks around staying safe in social networking sites. They should also be able to recognise cyber-bullying and have strategies to address the problem. There are some really good, accessible multimedia resources available such as (and these can be downloaded for free):
Resources such as those on Teachers TV (a UK-centric site, so a NZ contextualised set of resources would be great in the future :-)) are superb at supporting educators, and giving them ideas and strategies about making the most of learning and teaching online while helping everyone to remain safe: http://www.teachers.tv/videos/ks3-ks4-ict-online-safety.

Schools, parents and teachers can also access resources from organisations such as Netsafe that seek to provide suggestions around policies, procedures and acceptable use agreements to help build a school cybersafety programme. From this foundation, the students themselves could be asked to contribute suggestions to further inform these policies, procedures and acceptable use agreements - for home as well as within school and the wider community.
